The Commission is to review the electoral arrangements for the County Borough of Vale of Glamorgan with a view to considering and formulating proposals for future arrangements. The Commission would welcome any comments which you may wish to make.

After this date the Commission will prepare Draft Proposals for the electoral arrangements for the County Borough of Vale of Glamorgan. This will present a further opportunity for comments and representations to be made.

What is an Electoral Review?

The Commission reviews the electoral ward boundaries of Wales’ 22 principal councils (local authorities) every 12 years.

The reason for reviewing these boundaries is that over time, the number of electors in different areas changes, perhaps because a new housing estate has been built.

The reviews seek to keep the ratio of electors to councillors roughly equal within each council so that people are well-represented, that their votes carry equal strength, and that councillors share an equal workload.

What’s the process?

The Commission starts Electoral Reviews by setting out the current situation within a council area and asking for people’s initial thoughts on potential changes. Once we’ve received those views, the Commission publishes draft proposals for a new set of arrangements and consults on those too.

The Commission then considers all the comments received during the consultations, and factors such as the ratio of electors per councillor, rurality, deprivation, and community ties before publishing its final recommendations.

At that point, there are no further opportunities to send comments to the Commission about the review.

If the Welsh Ministers choose to implement the Commission’s recommendations (with or without modifications) they will do so by making an Order. This will be at least 6 weeks after the Commission submits its Final Recommendations Report. During this period, people can write to Welsh Government to submit their views.

You can find more detail on the Commission’s approach to Electoral Reviews in its Policy and Practice document.
