The County Borough of Torfaen (Communities) Order 2026
These reviews are important as they reflect the changing nature of each community, their populations and planned development, to ensure that each community has fair and equal democratic representation within the local government structure.
Under the 2013 Act, a council can either undertake a community review itself, or it can agree for the Democracy and Boundary Commission Cymru (the Commission) to undertake the review on its behalf. Under the former arrangement, the council is required to submit its report and recommendations to the Commission for determination.
The council completed a review of its communities and submitted its final recommendations report to the Commission in 2 December 2025. Having considered the report and recommendations together with the any representations received, the Commission wrote to the Chief Executive of Torfaen Council on 28 January 2026 to advise them of the Commission's decision to agree the recommendations contained within the report and that they will be implemented with minor modification (to specify the community wards affected by the recommendations).
The Order made by the Commissions will bring the changes into force at the next local government elections.
